This drama describes the life of Zhou Enlai, who serves as Premier of the People's Republic of China, from the founding of the Communist State in 1949 to 1976 until his death.

It is adapted from the real-life case of Zhang Baolin, a notorious gang leader in Shijiazhuang. The story centers on a shooting incident in the Fanguang Alley area of ​​Hengzhou City. During the investigation, Deputy Chief Xu Guoqing discovers that the victim, Wu Tian, ​​has a highly complex background. Although the police successfully arrest some members of the gang involved, the ringleader, Liu Huaqiang, remains at large.
