Takeshi Hongo is a promising young man with a passion for motorcycle racing. However, his dreams are suddenly ruined when he gets kidnapped by Shocker, the evil secret organization planning to dominate the world. After being remodeled into a cyborg, Takeshi escapes and swears to protect the world from the inhuman monsters.

After the Bowzock, a ruthless — not to mention reckless — gang of interstellar biker thugs, destroy his home planet of Hazard, Dappu visits Earth where he discovers five humans with the ability to harness "Carmagic." The Chou Sei Shin Series (Ultra Star God Series) is a trilogy of tokusatsu shows aired from 2003-2006. Created by Toho (who famously produced the Godzilla movies) and Konami, it was their attempt to break into the Henshin Hero market that was — at the time — dominated by Toei and their two major franchises, Super Sentai and Kamen Rider, with Tsuburaya's Ultra Series for good measure. The shows revolve around the title Ultra Star Gods: Humongous Mecha that are used by the protagonists to protect the Earth from an extraterrestrial threat.

The film opens with Saitama 1 B-boys, Ikku and Tom coming to town. They run into young Ayoma (Maho Yamada), inspiring her to gather her girlfriends and work up their rap routine.
