The three Akumaizer from the Underworld to plan to invade the land of the living. Kamen Riders Wizard and Fourze must fight to stop the Akumaizer and their Monster Army.

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.

Set within music field, this film depicts a love story between a 25-year-old sound engineer and 16-year-old high school student Riko, who posessess a gifted voice. 25-year-old sound engineer Aki is a member of popular band "Crude Play," but right after the band decides to make their major record debut Aki quits the band. But, Aki provides his music to Crude Play under the name of producer Soichiro. Aki begins to date Riko, whose father runs a fruit and vegetable shop. Naoya admires the school because a yankee, who he admired as a child, went there, but he soon realizes that there are no real yankee like hero figures. There are only students who spends there days meaninglessly. Naoya is disappointed, but he happens to play water polo.

The audience is also introduced to the city of Hong Kong by way of the narrative of the documentary so far. Then suddenly the actress is kidnapped in front of the director while at a film shoot. At the same time, he encounters a strange woman who insists that he should know her. Both the director and strange woman then have their own stories to tell about what they have experienced. The strange Japanese woman has come to Hong Kong to meet with her date that she arranged on-line. The movie then proceeds to reveal a confounding amount of mysterious hints as to the many questions being raised as to what is going on.
