Bibi, the young witch from Neustadt, is beside herself with excitement: the big witches' congress is coming up – and it's happening on Blocksberg! It's as clear as day that she wants to be there as an assistant, together with Schubia and Flauipaui. But as soon as the first witches arrive, everything goes haywire: spells end up in confusion, the old witches suddenly go crazy and the whole witches' congress gets out of hand!
