Investigating judge Francis Walder de Neuville and divisional commissioner Villequier are tasked, within the SILI (Interministerial Information and Liaison Service), of which they are also the only operational members, with uncovering crimes and offenses committed in the upper echelons of the State or finance and thus confounding "those who always slip through the net".
