Sergeant Eberhard Dobermann directs traffic at a busy intersection and issues fines to speeders. When he learns that his daughter has fallen in love with an amateur race car driver, he is shocked. He is determined to prevent the relationship by any means necessary. But then his life changes abruptly. Dobermann, who hates cars and is an enthusiastic cyclist, wins the top prize in a raffle: a shiny chrome luxury car.
