In 1859 the United States was a nation torn apart over the issue of slavery. At sea off the coast of Africa, the USS Constellation's mission is to interdict ships smuggling slaves.

Detective Sergeant Tommy Murphy is a maverick cop with a dark past. After failing a psychiatric assessment, he's given one last chance by his boss and given a dangerous undercover assignment.
