The evil organization Shocker alters history by sending their newest creation, Kamen Rider 3, to defeat Kamen Riders 1 and 2 back in 1973. In the alternate present, Shocker is more powerful than ever, and most of the Kamen Riders are now either imprisoned or brainwashed to work for them. One such brainwashed Rider is Shinnosuke Tomari who thanks to his partner Kiriko Shijima, remembers the truth and joins forces with the remaining Kamen Riders who are still at large to make a stand against Shocker and put history back on its proper course.

Masayoshi is a young announcer who has worked at a broadcasting station for 3 years. He is the secondary presenter for a morning information program, but he always makes mistakes. Yawara Inokuma is a girl who aspires to an ordinary life but due to her innate talent is forced to practice judo by her authoritarian grandfather, Jigorou Inokuma, with the aim of achieving the championship in Japan and the gold medal in the Barcelona 1992 Olympic Games. Because of the pressure from her grandfather she has a generally bad attitude about judo, avoiding it as much as she can. However, over time she comes to understand why her grandfather loves judo and appreciates it more.

Whenever she passes by him at school her heart starts to flutter and her emotions for him gets stronger. The series is also licensed in France by Delcourt and in Spain by Planeta DeAgostini.

Tobita Tasuku's father, Jinpei left a letter and disappeared on the day of Tasuku's high school graduation. Due to his father's disappearance, Tasuku is now left with his father's huge debt while he is still unemployed. Tasuku decides to visit the Joker Detective Agency to find his father but the cost of investigation is too high. Tasuku later finds out that the tuition fees for attending the detective school is much cheaper than the cost of investigation. Seeing that he can get a job in a detective agency and find his father, Tasuku decides to enroll into the Joker Detective School and be a full-fledged detective.
