Black marketeers Marko and Blacky manufacture and sell weapons to the Communist resistance in WWII Belgrade, living the good life along the way. Marko's surreal duplicity propels him up the ranks of the Communist Party, and he eventually abandons Blacky and steals his girlfriend. After a lengthy stay in a below-ground shelter, the couple reemerges during the Yugoslav Civil War of the 1990s as Marko sees the opportunity to exploit the situation.

In the improvised café “Radi Motka” in Dorćol, run and informally legalized by the resourceful Srboljub Dudić Srba, a diverse group of locals gathers: Žarko Zrenjanin, Vlada, Bane, Professor, Father Laza, Panja Panić, and Sloba. After a failed eviction, Sloba becomes the target of a media lynching, so the group organizes an improvised trial. This gives birth to SAČ – the Serbian Anti-Thief Squad. When they discover the poisoner is one of their own, the group falls apart and personal issues come to the surface. Forced to face the consequences of their actions, they manage to find a partial sense of peace, while “Radi Motka” survives as a symbol of their struggle and flawed attempts at justice.
