The block's residents get a message from Tofig who has been hiding in Moscow saying that he is in trouble. They leave for Moscow to rescue him.

A funny story happens to a block's residents. Everything begins when Tofig comes back from soldiering. Mommy wants to marry off his only son. His future father-in-law is a professor. But this professor is not like others.

The film begins with the theft of a 15th-century carpet worth two million manats, owned by a wealthy businessman. Eliş and Roşka accidentally find the carpet, which drives the plot forward. Meanwhile, the struggle between a construction company wanting to demolish the neighborhood and residents trying to protect it reflects real-life issues.

One of the main characters, a professional fraudster, Nasrulla Sheykhov cannot be satisfied with the petty frauds he commits in the city. Greed for money makes him do even worse things. Going to a village, he promises to solve the social problems of the people there, so that later he can implement his cunning idea. After seeing the improvement in the village, all of Nasrullah's plans are in vain. Despite this, the fraudster does not stand still and resorts to an even more disgusting trick. That's where the real adventure begins...

Along with the dangerous adventures, the film also reflects the love of two young heroes. As in Romeo and Juliet, they are the children of two opposing sides.

Not much has changed in the lives of the main characters of the first "Ring of Fortune" over the past 27 years. Moshu continues to write his poems, Seylu first does housework and then takes care of his children, especially Khoshu. Rasim remains a hard-working businessman. The situation changes unexpectedly. Rasim's daughter Deniz comes to visit her father with her newly-formed fiancé. At the same time, Seylu's younger brother Fedot also returns from Russia and tries to make his own plans around the beautiful Deniz.

Set in 1994 Baku, the film modernizes Üzeyir Hacıbəyov’s musical comedy "O olmasın, bu olsun" by recasting Rustam Bey as an opposition figure who hopes to reclaim his lost office by courting wealthy businessman Ibka’s family. As in the original, a series of comic deceptions and mismatched identities ensue, though all the principal characters have been updated to fit the post-Soviet Azerbaijani context.
