The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department the once empty space within Wangan's jurisdiction has become a popular tourist attraction. When a string of murders of company execs begins taking place, Aoshima jumps at the opportunity to pursue something other than his current case, which he finds less than inspiring. However the powers that be have other ideas, and Wangan again plays host to a special investigation team from headquarters. Aoshima's friend Superintendent Shinji Muroi, assigned by headquarters to assist Okita, is again powerless to help the local officers as decisions are made by the higher ups.

When a devoted detective probes the suspicious death of her father, she uncovers massive corruption and finds herself in grave danger.

Natsumi Yukihira (Ryoko Shinohara) receives secret documents of an organization that controls the country from the shadows. (means are you serious?) instantly awaken her true nature and made her won the battle against Daruma's attackers easily, thus made a big fuss at the school and the news even reached the strongest fighting group, Rappapa. Afterwards, Daruma acknowledged Maeda as her boss and as a result the friendship between the two girls began to grow along with their fights with fellow students at their school.

Miyawaki Yohei was a professional wrestler, who opened his own tofu shop after his retirement. He always tried to get his daughter Sakura interested in Pro Wrestling, but she never cared for it. Yasagi Eiichirou claims Sakura's father died without having paid his debt to her and the only way Sakura can repay this debt is if she wins the WIP "World Idol Pro Wrestling" championship. Together with his father's assistant, Yokoyama Yui, she opens the dojo again and trains together with her friends and girls from school.

Sailor Zombie was a TV-Tokyo Drama which featured members of AKB48 in its main casts, some of their guests are also from AKB48. It's title theme song Sailor Zombie was sung by the sub-unit Milk Planet who are also in the Drama as narrators.
