Superbly entertaining action comedy with Tomisaburo Wakayama as Kuriyama Capone who learned his trade under Al Capone in Chicago. And being chased by gangster and the FBI, including the granddaughter of Eliot Ness. The whole thing is a good amount of fun, the performances especially (Wakayama, Yamashiro, Watanabe in a rare heroic role), making this one of routine director Takashi Harada’s best pictures.

A burnt corpse of a man was found in Okutama. As a result of the investigation, it turns out that the criminal strangled the victim with a bandage, smashed his face with an oil canister and burned the body, trying to hide the identity of the victim. But the investigation establishes that the victim is a former criminal named Hisashi Sayama. The organization Mighty Jack is formed to combat the criminal syndicate known as "Q", and are given a large array of advanced weapons, chief among them being a high-tech submarine. Later, Q is discovered to be using "hot ice" (water that remains solid at room temperature) to create weapons and a secret ocean base disguised as an iceberg (though it's not precisely clear how hot ice could be a major world threat). Q then attempts to take over the Mighty Jack sub.
