1986, Washington. As the Reykjavik meeting between Gorbachev and Reagan approaches, the topic on the table is ending the arms race — a decision that could cut future funding for the U.S. military‑industrial complex. To prevent this, CIA Director Tiernan is tasked with sabotaging the negotiations. Meanwhile in Moscow, a gang of repeat offenders robs a jewelry store and unknowingly steals a briefcase belonging to U.S. Embassy employee Harris, containing CIA residency documents and a letter from a Soviet scientist willing to sell secret military research in exchange for relocation to America. Now the KGB must recover the documents, identify the traitor, and ensure the Gorbachev–Reagan meeting takes place. Major Grigoryev takes the case, but the investigation becomes more complicated when CIA agents join the hunt for the briefcase.
