Okyanus kralının kızı olan Ponyo, sıradan bir balık değildir. Denizin tüm sihri emrine amadedir. Ponyo, yaşadığı denize yakın bir yerde oturan beş yaşındaki Sosuke ile arkadaş olduğunda aralarında özel bir bağ oluşur ve Ponyo insan olmak ister. Sosuke ile arkadaşlığını karada da sürdürmek isteyen Ponyo, hayallerini gerçekleştirir ama bu sefer de doğanın dengesiyle oynamış olur. Bu dengeyi yeniden sağlamak için büyük fedakarlıklar yapması gerekecektir.

On a dark night, the Japanese police is raided by a spy.
