Orta yaşlı gariban bir fahişe olan saf ve alıngan 'Cabiria' (Giulietta Masina) Roma 'nın pejmürde semtlerinden Ostia 'da 'iş tutmaktadır'. Fakir semtlerden birinde de kendine ait küçücük bir evi, bankada bir miktar parası ve kocaman hayalleri vardır. Cabiria takma ismini 1914 tarihli bir İtalyan filminden almıştır. Sürekli olarak gerçek aşkı arayan Cabiria, her seferinde ihanete ve hayal kırıklığına uğrar; hatta bir keresinde gerçek aşkını bulduğunu sandığı bir anda, erkek arkadaşı parasını alıp kaçar ve onu suda ölüme terk eder. Sürekli olarak benzer olaylarla aşağılanan ve hırpalanan Cabiria incinir ama asla yıkılmaz. Cabiria'nın minik bedeni ve tavırları biraz Charlie Chaplin'in canlandırdığı 'Küçük Serseri' yi anımsatır. Cesur ve gözü pektir; ama bir o kadar da naiftir, kırılgan ve savunmasızdır. Benzersiz iyimserliği, özgürlüğüne ve bağımsızlığına olan aşırı tutkusu ile 'altın kalpli fahişe' mitinin ete kemiğe bürünmüş halidir. Islah olmayı kabullenmez ama suçluluk da duymaz.
