The film centers on two teenaged gangs who basically terrorize their neighborhoods with their anarchic behavior. There are few limits to their unpleasant philosophy of "desire equals acquisition." The loosely structured tale reaches its climax at a concert where the two rival groups collide.

Fakat Cheong-hae'nin kendisini bir anda bambaşka bir kültürün içinde bulması ve buna hazırlıksız olması, maddi sorunlarla da birleşince; genç ressam adayı kısa sürede kendisini göç nedeninden oldukça farklı bir noktada bulur. Cheong-hae, sanattan uzaklaştıkça illegal işlere yakınlaşmıştır. Sinsi ve hakarete varan lakayt tavırları yüzünden de çevresi ve hatta kendi hemşehrileri tarafından bile zamanla dışlanmış, yaka silkilen adam ilân edilmiştir... Göç ve akabinde verdiği isabetsiz kararlar neticesinde aslında hiç te hoşnut olmadığı bir sosyal konumlandırmanın uçurumunda yuvarlanmakta olan Cheong-hae için, artık hayatta önemli olan tek şey güçtür. Güç içinse, para gereklidir. Para kazanmak içinse yapılacak her türlü şey mübahtır... Vurdulu kırdılı işlere meğli olmayan Cheong-hae, genellikle şehre yeni gelen saf hemşehrilerini dolandırarak para kazanmaktadır.
