Detective Ukyo Sugishita confronts crime on the basis of his own convictions. He has a partner that works for him in the Special Task Unit. For the first 7 seasons, Ukyo’s first partner is Kaoru Kameyama. He is a good-natured, hot-tempered, straightforward and somewhat scattered detective. Beginning in Season 8, Takeru Kanbe replaces Kameyama. Contrary to his predecessor, Takeru is a lanky, cool, conceited and confident detective. From Season 11 to Season 13, Ukyo’s partner is a young detective Toru Kai. Toru is a son of Deputy Director-General of The National Police Agency. But he became a detective by his own effort. And starting with Season 14, Ukyo’s current partner is Wataru Kaburagi, an elite bureaucrat who came to the Metropolitan Police Department on temporary assignment. As the first partner without any career of a police officer, he will face challenging cases together with Ukyo.

Ichiro Onizuka is a skilled detective who is confined to a wheelchair after being injured in an incident that occurred right before his retirement. Armed with a detailed "city of memory" in his mind, he solves modern-day cases alongside Saki Toyama and Keitaro Jin, while recalling the cases of the past.

Mariko is a forensic scientist working at the Kyoto PD Crime Lab. Her credo is “science never lies” and she delves into the truth of the case with her colleagues with their specialized skills and knowledge in forensic medicine, physics, chemistry etc. Mariko’s steadfast belief in science makes her stand against conventional institutional ethics of the police department, diehard detectives averse to scientific investigation and sometimes even with her own colleagues, but she stays faithful to her belief in science and continues to pursue the truth.

Newly graduate Yamaguchi Kumiko an idealistic teacher who entered Shirokin High to be a math teacher. Having high hopes for her students, her world turned up side down when she finds out that she'll be teaching the class 3-D the hardest class to take care of. Class 3-D is a bunch of students who looks more like delinquents and trouble makers. The students show no respect to teachers nor a little kindness. The culturally isolated, nomadic Seburi people of western Japan are the subject of this tragedy about a few of the community's members who especially experience difficulties as modern Japan encroaches on their world. The setting is World War II, and conflicts have already arisen when the military police come to take Seburi men away into the army. Still following their own customs that can be harsh at times, and are particularly cruel to women (women must give birth alone and unaided, a woman's adultery is punished by burying her up to her neck in the earth and then leaving her for days), the Seburi are mainly treated with fear and animosity by the non-Seburi townspeople of the region. Along with the hardships arising from cultural clashes, nature's own vagaries present other challenges to the Seburi -- who still lived in tents until the 1950s. Winter avalanches and snowstorms cause as much havoc as the tensions engendered by the slow encroachment of the modern world.
