Buna hiç niyeti olmayan Dreyfus, Clouseau'nun hiçbir zaman bulunmaması için dahice bir plan yaparak dünyanın en kötü, New York Polis Teşkilatı'nın ise vasat dedektiflerinden Clifton Sleigh'ı (Wass) tutar. Ama çok geçmeden dört dörtlük planı onu aptal durumuna düşürecek gibidir!
