Film, Berlin sokaklarında birbirine karşıt Türk ve Dazlak çetelerin gittikçe büyüyen öfkelerini, ırkçılık ve intikam duyguları üzerinden anlatıyor. Türk çetesinin başı Murat (Daniel Bernhardt) ve onun hem kardeşi hem de sağkolu olan Hakan, Türk mahallesinde meydana gelen ve çoğunluğu küçük çocuklardan oluşan bir dizi cinayetten dazlakları sorumlu tutmaktadır. Altı genç cesede bir yenisinin eklenmesinin ardından komiser Kemal Aslan olay yerine gelir. Kemal, bu çevrede yetişmiş, Türk çetesine elebaşlık etmiş ancak Dazlakların çıkarttığı bir yangında ölen kardeşinin anısana daha sonra polis olmuştur. Hakan'ın şüphelendiği bir dazlağı öldürmesi üzerine her iki grup arasında tansiyon birden yükselir. Artık savaş başlamıştır.
