While the adults have permanent blossoms, a young kappa sprouts a different "whatever flower" every day until reaching adulthood. Chaos constantly erupts in the village as the villainous Kurobaya Chobei gang schemes to steal the "Waka-ran," a rare, youth-restoring flower, leaving everyone wondering what will bloom next. As though in response, a mysterious group of warships clad in mist, “the Fleet of Mist,” appeared in every corner of the ocean, and began attacking human ships. All of humanity's trade routes were blockaded by the Fleet of Mist, their political economy was destroyed, and the human race was steadily beaten down.
