Kamen Rider 4 is a web series which was released as an accompanying special to the film Super Hero Taisen GP: Kamen Rider 3. It introduced a new rider, Kamen Rider 4, who is the fourth Kamen Rider cyborg created by Shocker after Kamen Riders 1, 2, and 3. The plot goes around a time loop created by the Shocker that resets whenever someone dies, but whenever the loop resets Shocker itself somehow grows stronger and stronger. Shortly after Shinnosuke Tomari (Ryoma Takeuchi), Kamen Rider Drive, eradicates the Earth of the 108 Roidmudes, he is put on a special assignment to investigate paranormal activity elsewhere in the city. He heads to the temple Daitenkū-ji to speak with witnesses Akari Tsukimura (Hikaru Ohsawa) and Onari (Takayuki Yanagi), but as he is interrogating them, a Gamma appears and steals an Eyecon from the temple, prompting Takeru Tenkūji (Shun Nishime), Kamen Rider Ghost, to fight it, even though to Shinnosuke it seems that Kamen Rider Ghost is fighting no one at all as he cannot see the Gamma

Ayuha Samaru is a high school student. She is honest and works hard at everything, no matter what. One day, she has trouble at a gyudon restaurant due to money. A man at the restaurant, Yoshitaka Hiromitsu, helps her out. The next day, she finds that Yoshitaka Hiromitsu has come to her school as a substitute teacher for her ill homeroom teacher. Ayuha Samaru now believes that Yoshitaka Hiromitsu is her fate in love. She keeps expressing her feelings to him.

Five flashy Roidmudes seem to be causing a “thick air” event, and when Shinnosuke goes to investigate, turns out the problem was being caused by a yokai. After arresting the red one, Shinnosuke starts interrogating. He claims to be a ninja fighting yokai and that he’ll show Shinnosuke. While this uneven pair squabble, Kyuemon Izayoi and the Roidmudes were putting a terrible plan in progress.

Yoichi plays basketball at his junior high and is capable. He is granted a scholarship and attends a high school with a superlative basket team. Instead of welcoming the boy the students there decide to bully and harass the new player leading Yoichi to a new high school and basketball team. Expectedly, the basketball team is not the best. The evil organization Shocker alters history by sending their newest creation, Kamen Rider 3, to defeat Kamen Riders 1 and 2 back in 1973. In the alternate present, Shocker is more powerful than ever, and most of the Kamen Riders are now either imprisoned or brainwashed to work for them. One such brainwashed Rider is Shinnosuke Tomari who thanks to his partner Kiriko Shijima, remembers the truth and joins forces with the remaining Kamen Riders who are still at large to make a stand against Shocker and put history back on its proper course.
