Askeri diktatörlük ile yönetilen, soğuk savaşın son yıllarının yaşandığı Güney Kore'de halk, sürekli olarak tatbikatlar ve Kuzey Kore tehdidi ile korkutulmakta, rejimin baskısı protestolara ve isyanlara neden olmaktadır. Bu esnada, Seul'e yakın bir kasabada, cinayetler işlenmeye başlanır. Kadınlar bağlanarak öldürülmekte, tecavüze uğramaktadırlar. İlk başlarda, yerel bir dedektif olan Park Doo-Man olayı kendi yöntemleri ile çözmeye çalışır. Olayı çözmekte yetersiz kalınca, Seul'dan mektepli bir dedektif Seo Tae-Yoon da ekibe katılır. Tae-Yoon modern yöntemler ve analizler ile olayı çözmeye çalışırken, cinayetler devam edecek, polis teşkilatı yetersiz kalacak ve kasabada kargaşa artacaktır.
