ロサンゼルス市警察所属の特殊武装戦術部隊「S.W.A.T.」はサウスセントラル地区で武装した複数の容疑者がいるということで出動。リーダーのバックの指示で、ホンドーら隊員たちは容疑者を仕留めるが、容疑者追跡の混乱の中、バックは誤って事件とは無関係な黒人の高校生を撃ってしまう。 警察署長ヒックスは、負傷した少年の命を救ったことに加え、サウスセントラル出身で地域の住民たちとも良好な関係を保っているホンドーをバックの後任に指名。年功序列ではチームメイトのディーコンの方が適任者だと考えるホンドーは、ヒックスの人事は黒人住民の怒りを鎮めるためで自分はマスコット代わりだと納得できないが、やむなくヒックスの命に従い、ディーコン、ルカ、クリス、タン、そして新米のストリートのチーム・メンバーたちを率いて、群衆整理のためサウスセントラル地区住民の抗議集会に出向く。そこで、集会に参加していた白人住民と白人警官が狙撃される……。
